Analisis Pelaksanaan Sistem Informasi Kesehatan Dinas Kesehatan Provinsi Riau

Pembangunan dalam bidang kesehatan bertujuan untuk meningkatkan kesadaran, keinginan, dan kemampuan hidup sehat bagi setiap individu guna mencapai tingkat kesehatan masyarakat yang optimal. Untuk mencapai tujuan tersebut, pemerintah memiliki tanggung jawab untuk memastikan ketersediaan akses terhadap informasi, edukasi, dan fasilitas pelayanan kesehatan. Selain itu, diperlukan kebijakan yang proaktif dan dinamis yang melibatkan seluruh sektor, baik itu pemerintah, swasta, maupun masyarakat umum. Jenis penelitian ini adalah penelitian kuantitatif yang menggunakan data sekunder yang berasal dari berbagai literatur dan referensi. Analisis data dilakukan melalui teknik literatur review, yang mencakup mencari kesamaan, mencari perbedaan, memberikan pandangan kritis, mensintesis informasi, dan merangkum temuan-temuan penting. Dalam melakukan penelaahan jurnal, dapat digunakan teknik literatur review, seperti menemukan kesamaan, menemukan perbedaan, memberikan pandangan kritis, mensintesis informasi, dan merangkum temuan-temuan penting. Beberapa fokus penelitian yang dapat diteliti mencakup: Kesamaan (Compare): Menganalisis kesamaan atau persamaan antara berbagai strategi manajemen informasi kesehatan di dinas kesehatan. Perbedaan (Contrast): Menelaah perbedaan antara sarana dan prasarana serta Standar Operasional Prosedur (SOP) di berbagai klinik yang ada Pandangan Kritis (Critize): Memberikan pandangan kritis terhadap pelaksanaan dan keefektifan Sistem Informasi Kesehatan di dinas kesehatan dalam meningkatkan kualitas layanan. Mensintesis Informasi (Synthesize): Mensintesis informasi mengenai monitoring dan evaluasi kualitas pelayanan dari berbagai sumber literatur. Merangkum Temuan Penting (Summarize): Merangkum temuan penting dari berbagai studi mengenai promosi atau pelayanan dengan menggunakan sistem informasi. Dengan adanya beragam sistem informasi manajemen pelayanan kesehatan dan fitur yang berbeda-beda, diperlukan peraturan dan standar minimal yang ditetapkan oleh kementerian kesehatan untuk memastikan konsistensi pelayanan dan kemampuan untuk melakukan kegiatan berbasis elektronik. Selain itu, kapasitas kementerian kesehatan dalam memberikan aplikasi dan pelatihan terus-menerus kepada dinas kesehatan yang belum mahir dalam menggunakan Sistem Informasi Kesehatan juga diperlukan, serta perlu dilakukan monitoring secara lebih intensif.

Development in the field of health aims to increase awareness, desire, and ability to live a healthy life for every individual in order to achieve an optimal level of public health. To achieve this goal, the government has a responsibility to ensure access to information, education, and health care services. In addition, proactive and dynamic policies involving all sectors, including government, private, and the general public, are needed. This type of research is quantitative research that uses secondary data from various literature and references. Data analysis is conducted through literature review techniques, which include finding similarities, identifying differences, providing critical views, synthesizing information, and summarizing important findings. In conducting journal reviews, literature review techniques can be used, such as finding similarities, identifying differences, providing critical views, synthesizing information, and summarizing important findings. Some research focuses that can be studied include: Similarity (Compare): Analyzing the similarity or resemblance between various health information management strategies in health departments. Differences (Contrast): Examining the differences between facilities and infrastructure as well as Standard Operating Procedures (SOPs) in various clinics. Critical Views (Critize): Providing critical views on the implementation and effectiveness of Health Information Systems in health departments in improving service quality. Synthesizing Information (Synthesize): Synthesizing information about monitoring and evaluation of service quality from various literature sources. Summarizing Important Findings (Summarize): Summarizing important findings from various studies on promotion or services using information systems. With the variety of health service management information systems and different features, minimum regulations and standards set by the Ministry of Health are required to ensure service consistency and the ability to conduct electronic-based activities. In addition, the capacity of the Ministry of Health to provide applications and continuous training to health departments that are not proficient in using Health Information Systems is also needed, as well as more intensive monitoring.

I. ORIGINALITY, AUTHORSHIP, AND COPYRIGHT
The manuscripts submitted for publication must be research works written in English that have not been previously published and  are not being considered for publication elsewhere. All the authors must have agreed to the submission and to the order of their names on the title page. They must also have agreed that the corresponding author may act on their behalf throughout the editorial review and publication process. The corresponding author is responsible for obtaining such agreement.
Requests for changes in authorship (order of listing or addition or deletion of names) after submission should be accompanied by signed statements of agreement from all the parties involved. To maintain and protect the publisher‘s ownership and rights and to protect the original authors from misappropriations of their published work, author(s) are required to sign a Journal Publishing Agreement and send it to the editorial office (jhtm@uui.ac.id).
II. PERMISSION
The author is responsible for acquiring the permission(s) to reproduce any copyrighted figures, tables, data, or text that are being used in the submitted paper. Authors should note that text quotations of more than 250 words from a published or copyrighted work will require grant of permission from the original publisher to reprint. The written permission letter(s) must be submitted together with the manuscript.
III. EDITORIAL REVIEW AND REVISION
All papers will be critically read by at least two anonymous reviewers, selected for their competence in the subject area of the paper. Acceptance of the paper will depend upon its scientific merit and suitability for the journal. A paper may be accepted in its original form or subject to revision.
The reviewers' (and editor's) suggestions will be conveyed to the author, who will then have an opportunity to revise the paper. A manuscript returned to an author for revision can be held for a maximum of eight weeks.
The accepted paper will be edited by native English speakers. The cost of language editing service is currently free.
IV. PROOFS
Galley proofs (PDF format) for an accepted article will be sent by e-mail to the corresponding author for copyediting corrections. The core content of an article cannot be changed at this time. It is the author's responsibility to check the entire manuscript, including tables, figure legends, and cited reference numbers, not just the items queried. The proofs should be corrected and mailed to the editorial office within 48 hours of receipt in order to expedite publication. Only one set of corrections will be accepted. In other words, it is important to ensure that all of your corrections are sent to us in one communication.
V. Â REPRINTS
Five free reprint copies of the published article will be shipped to the corresponding authors in Indonesia only, approximately two weeks after the issue is printed. Authors, including overseas authors, who wish to purchase reprints, are required to complete the Reprint Order Form, which will be sent with the galley proofs to corresponding authors. This form must be returned together with the corrected galley proofs.
