Evaluasi Pengembangan Sumber Daya Manusia dalam Meningkatkan Kinerja Petugas Puskesmas Di UPTD Langsa Barat Tahun 2020

Untuk membenahi permasalahan pembangunan kesehatan dilakukan melalui peningkatan kinerja pelayanan kesehatan dan pengembangan sumber daya manusia (SDM) baik jumlah, jenis, kualitas maupun distribusinya. Tujuan penelitian untuk mengetahui pengadaan pendidikan, perencanaan kebutuhan, pendayagunaan dan pembinaan dan pengawasan mutu pengembangan SDM di UPTD Puskesmas Langsa Barat. Metode penelitian kualitatif metode studi kasus. Dengan teknik pengumpulan data melalui wawancara mendalam (indepth interview) dengan para informan penelitian yaitu kepala puskesmas, KTU, KepalaPenjab UGD, KIA-KB, Poned, Rawat Inap, Gudang Farmasi, Poli Wanita, Poli Pria, Poli Anak, MTBS, Poli Mata, poli Gigi, dan Usila sebanyak 15 orang. Analisa pengumpulan data menggunakan data reduction, data display, dan conclusion or verification.Hasil penelitian bahwa perencanaan pengembangan diberikan pelatihan dan refresing namun kondisi SDMK masih belum terpenuhi akibat adanya kekurangan dan kelebihan kualifikasi pendidikan, pengadaan pelatihan untuk pengembangan SDMK terbatas pada tenaga kesehatan dan distribusinya masih belum merata pendayagunaan pengembangan dilaksanakan melalui pelatihan dan tidak ada tugas belajar, pembinaan dan pengawasan mutu melalui tercapinya indikator SPM dan untuk meningkatkan kinerja petugas insentif, pengembangan melalui pelatihan,diskusi dengan dokter, kekompakan sesama sejawat, kerjasama dengan lintas sectoral, pemenuhan sarana dan prasarana, penambahan staff dan pengurangan beban kerja petugas. Diharapkan pemerintah daerah/Dinas Kesehatan Langsa Barat melakukan kordinasi dan kerja sama untuk menetapkan penghitungan kebutuhan SDM dan perencanaan pengembangan SDMK sesuai dengan jumlah dan kualifikasi SDMK.

To fix the problems of the development of health is done through the improvement of the performance of health services and the expansion of the human resources (HR) the amount, type, quality and distribution. The study aimed to know the procurement of education, planning needs, pendayagunaan and the construction and supervision of the quality of the expansion of the SDM in UPTD health centers Langsa the West.This study was qualitative with case study. Data was collected through in-depth interviews with the informant research is the head of the health centers, KTU, the Head of the Penjab ER, KIA-KB, Poned, hospitalization, Pharmacy Warehouse, Poly Woman, Poly Man, Poli Anak, MTBS, Poly Eyes, poly Teeth, and the Usila by 15 people. Analysis data used data reduction, data display, and conclusion or verification.The results showed that the planning of the development of the training provided and refreshing, but the condition of human resources still have not been fulfilled due to the advantages and disadvantages of educational qualification, procurement training for the development of SDMK limited to health workers and the distribution is still not evenly distributed utilization of the development was implemented through training and no task learning, coaching and quality control through tercapinya MSS indicators and to improve the performance of the officer incentives, development through training, discussion with the doctor, the compactness of fellow peers, cooperation with cross-sectoral, fulfillment infrastructure, the addition of staff and a reduction in the workload of officers.Expected local government of Health Centre coordinate and work together to set the counting needs of human resources and development planning SDMK in accordance with the number and qualifications of SDMK.

III. EDITORIAL REVIEW AND REVISION
All papers will be critically read by at least two anonymous reviewers, selected for their competence in the subject area of the paper. Acceptance of the paper will depend upon its scientific merit and suitability for the journal. A paper may be accepted in its original form or subject to revision.
The reviewers' (and editor's) suggestions will be conveyed to the author, who will then have an opportunity to revise the paper. A manuscript returned to an author for revision can be held for a maximum of eight weeks.
The accepted paper will be edited by native English speakers. The cost of language editing service is currently free.
IV. PROOFS
Galley proofs (PDF format) for an accepted article will be sent by e-mail to the corresponding author for copyediting corrections. The core content of an article cannot be changed at this time. It is the author's responsibility to check the entire manuscript, including tables, figure legends, and cited reference numbers, not just the items queried. The proofs should be corrected and mailed to the editorial office within 48 hours of receipt in order to expedite publication. Only one set of corrections will be accepted. In other words, it is important to ensure that all of your corrections are sent to us in one communication.
V. Â REPRINTS
Five free reprint copies of the published article will be shipped to the corresponding authors in Indonesia only, approximately two weeks after the issue is printed. Authors, including overseas authors, who wish to purchase reprints, are required to complete the Reprint Order Form, which will be sent with the galley proofs to corresponding authors. This form must be returned together with the corrected galley proofs.
