Analisis Manajemen Kepegawaian Memengaruhi Capaian Kinerja Dinas Kesehatan Kota Langsa

Tenaga kesehatan memberikan kontribusi hingga 80% dalam keberhasilan pembangunan kesehatan. Menurut data laporan capaian kinerja pegawai kesehatan di Indonesia tahun 2019 masih belum tercapai dengan baik, dimana dari target capaian kinerja 100% hanya sekitar 54% saja yang tercapai. Masalah yang terjadi di Dinas Kesehatan Kota Langsa yaitu pegawai yang sesuai dengan bidangnya masih terbatas dan sebagian besar beberapa seksi terpaksa menggunakan pegawai yang lain yang mampu memberikan bantuan. Tujuan penelitian ini adalah untuk menganalisis manajemen kepegawaian memengaruhi capaian kinerja Dinas Kesehatan Kota Langsa. Desain penelitian yang digunakan penelitian kualitatif. Karakteristik informan kunci adalah kepala bidang pencegahan dan pengendalian penyakit, kepala bidang kesehatan masyarakat dan kepala bidang sumber daya kesehatan, sedangkan informan utama yaitu pegawai. Teknik pengumpulan data kualitatif menggunakan metode Triangulasi. Analisis data menggunakan deskriftif kualitatif dengan tahapan data triangulasi teknik, sumber dan waktu. Hasil penelitian menunjukkan perencanaan, pengarahan dan pengendalian sudah berjalan dengan baik, sedangkan pengorganisasian belum berjalan secara efektif. Kejadian yang terjadi pada variabel pengorganisasian yaitu pegawai merangkap 2 atau 3 program pekerjaan, yang sebenarnya bukan dibidangnya. Kesimpulan penelitian ini adalah perencanaan, pengarahan dan pengendalian sudah berjalan dengan baik, sedangkan pengorganisasian belum berjalan secara efektif.Diharapkan perlu meningkatkan pengorganisasian kepegawaian meliputi pekerjaan-pekerjaan yang harus dilakukan, pengelompokan tugas-tugas dan membagi-bagikan pekerjaan kepada setiap pegawai, penetapan pembagian tugas (subsistem) sesuai dengan tupoksi para pegawai serta penentuan hubungan-hubungan antar pegawai.

Health workers contribute up to 80% in the success of health development. According to the report data on the performance of health workers in Indonesia in 2019, it is still not well achieved, of which only about 54% of the 100% performance target has been achieved. The problem that occurs in the Langsa City Health Office is that employees who are in accordance with their fields are still limited and most of the sections are forced to use other employees who are able to provide assistance. The purpose of this study was to analyze personnel management influencing the performance of the Langsa City Health Office. The research design used was qualitative research. Characteristics of key informants are the head of disease prevention and control, head of public health and head of health resources, while the main informants are employees. Qualitative data collection techniques using the Triangulation method. Data analysis used qualitative descriptive with data triangulation stages of technique, source and time. The results showed that planning, directing and controlling had been going well, while the organization had not been running effectively. Events that occur in the organizing variable are employees concurrently 2 or 3 work programs, which are not actually in their fields. The conclusion of this study is that planning, direction and control have been going well, while the organization has not run effectively. (subsystem) in accordance with the duties of the employees and the determination of the relationships between employees.

I. ORIGINALITY, AUTHORSHIP, AND COPYRIGHT

II. PERMISSION

III. EDITORIAL REVIEW AND REVISION
All papers will be critically read by at least two anonymous reviewers, selected for their competence in the subject area of the paper. Acceptance of the paper will depend upon its scientific merit and suitability for the journal. A paper may be accepted in its original form or subject to revision.
The reviewers' (and editor's) suggestions will be conveyed to the author, who will then have an opportunity to revise the paper. A manuscript returned to an author for revision can be held for a maximum of eight weeks.
The accepted paper will be edited by native English speakers. The cost of language editing service is currently free.
IV. PROOFS
Galley proofs (PDF format) for an accepted article will be sent by e-mail to the corresponding author for copyediting corrections. The core content of an article cannot be changed at this time. It is the author's responsibility to check the entire manuscript, including tables, figure legends, and cited reference numbers, not just the items queried. The proofs should be corrected and mailed to the editorial office within 48 hours of receipt in order to expedite publication. Only one set of corrections will be accepted. In other words, it is important to ensure that all of your corrections are sent to us in one communication.
V. Â REPRINTS
Five free reprint copies of the published article will be shipped to the corresponding authors in Indonesia only, approximately two weeks after the issue is printed. Authors, including overseas authors, who wish to purchase reprints, are required to complete the Reprint Order Form, which will be sent with the galley proofs to corresponding authors. This form must be returned together with the corrected galley proofs.
