Analisis Demand dan Kesiapan Peningkatan Status UPTD Puskesmas Peusangan Menjadi Rumah Sakit Tipe D Daerah Bireuen

Kebijakan dalam pembangunan kesehatan di Indonesia diharapkan mampu memberikan pemerataan layanan kesehatan, salah satunya dengan meningkatkan status puskesmas menjadi rumah sakit terutama pada daerah dengan angka rujukan tinggi. Tujuan penelitian adalah untuk mengetahui demand masyarakat dan kesiapan terhadap peningkatan status Puskesmas menjadi Rumah Sakit Tipe D di Kabupaten Bireuen. Metode: pendekatan kualitatif dengan wawancara mendalam dilakukan pada 34 informan yang meliputi masyarakat dan tokoh setempat, pihak manajemen puskesmas, dinas kesehatan, komisi kesehatan DPRK dan pihak pemerintah kabupaten Bireuen. Hasil analisis kualitatif memberikan gambaran bahwa tingginya demand masyarakat terhadap peningkatan puskesmas menjadi rumah sakit type D, selain itu pihak puskesmas telah melakukan berbagai persiapan teknis maupun adminstratif. Dinas kesehatan dan pihak pemerintah kabupaten dan badan legiaslasi juga memberikan dukungan kebijakan dan finansial yang mencukupi sehingga diharapkan program tersebut terlaksana secepatnya. Sementara, kendala yang dihadapi saat ini adalah belum adanya upaya yang terintegarsi oleh semua pihak terutama dalam memantau perkembangan dan mendiskuskusikan secara bersama sama. Kesimpulan diperoleh bahwa perlunya membertuk tim percepatan lintas sector untuk dapat berkerja sama secara intens dalam mewujudkan program peningkatan status puskesmas menjadi rumah sakit type D.

The Policies in health development in Indonesia are expected to be able to provide equal distribution of health services, one of policy intervention is by increasing the status of puskesmas (public health center) to hospitals, especially in areas with high referral rates. The purpose of the study was to determine the community's demand and readiness to increase the status of the Puskesmas to a Type D Hospital in Bireuen Regency Methods: a qualitative approach with in-depth interviews conducted with 34 informants including the community and local leaders, the management of the puskesmas, the health office, the DPRK (parliament)Â health commission and the Bireuen District Government The results of the qualitative analysis illustrate that there is a high demand from the community for the improvement of the puskesmas into a type D hospital, besides that the puskesmas has made various technical and administrative preparations. The health office and district government and legislative bodies also provide adequate policy and financial support so that the program is expected to be implemented as soon as possible. Meanwhile, the current obstacle is that there are no integrated efforts by all parties, especially in monitoring developments and discussing them together. The conclusion is that it is necessary to form a cross-sectoral acceleration team to be able to work intensely in realizing the program to increase the status of the puskesmas to become a type D hospital.

I. ORIGINALITY, AUTHORSHIP, AND COPYRIGHT

II. PERMISSION
The author is responsible for acquiring the permission(s) to reproduce any copyrighted figures, tables, data, or text that are being used in the submitted paper. Authors should note that text quotations of more than 250 words from a published or copyrighted work will require grant of permission from the original publisher to reprint. The written permission letter(s) must be submitted together with the manuscript.
III. EDITORIAL REVIEW AND REVISION
All papers will be critically read by at least two anonymous reviewers, selected for their competence in the subject area of the paper. Acceptance of the paper will depend upon its scientific merit and suitability for the journal. A paper may be accepted in its original form or subject to revision.
The reviewers' (and editor's) suggestions will be conveyed to the author, who will then have an opportunity to revise the paper. A manuscript returned to an author for revision can be held for a maximum of eight weeks.
The accepted paper will be edited by native English speakers. The cost of language editing service is currently free.
IV. PROOFS
Galley proofs (PDF format) for an accepted article will be sent by e-mail to the corresponding author for copyediting corrections. The core content of an article cannot be changed at this time. It is the author's responsibility to check the entire manuscript, including tables, figure legends, and cited reference numbers, not just the items queried. The proofs should be corrected and mailed to the editorial office within 48 hours of receipt in order to expedite publication. Only one set of corrections will be accepted. In other words, it is important to ensure that all of your corrections are sent to us in one communication.
V. Â REPRINTS
Five free reprint copies of the published article will be shipped to the corresponding authors in Indonesia only, approximately two weeks after the issue is printed. Authors, including overseas authors, who wish to purchase reprints, are required to complete the Reprint Order Form, which will be sent with the galley proofs to corresponding authors. This form must be returned together with the corrected galley proofs.
