BLUE EKONOMI: DAMPAK PERENCANAAN ANGGARAN TERHADAP PEMBANGUNAN EKONOMI BERKELANJUTAN

Abstrak

Anggaran sebagai alat perencanaan berperan penting dalam mendukung pembangunan ekonomi suatu daerah. Pembagunan ekonomi yang baik tergambar dalam perencanaan yang baik dan terarah, serta memiliki korelasi dengan tujuan pembangunan daerah. Ketercapaian pembangunan ekonomi berkelanjutan tentunya harus memenuhi aspek-aspek penting salah satunya adalah aspek lingkungan. Pentingnya aspek lingkungan mengharuskan pemerintah untuk dapat mengelola anggaran dengan bijak. Hal ini juga didukung dengan adanya pelaksanaan Sustainable Development Goals (SDGs) yang dituangkan dalam Rencana Aksi Nasional (RAN) dan Adaptasi Perubahan Iklim (API) yang berfokus pada ekonomi biru dengan tujuan mengurangi emisi gas rumah kaca. Tujuan penelian ini adalah untuk melihat apakah pemerintah daerah telah membuat rencana anggaran yang mendukung terlaksananya ekonomi biru. Metode yang dilakukan dalam penelitian ini adalah deskriptif kualitatif. Hasil penelitian menunjukkan bahwa pemerintah daerah Kota Sabang telah melakukan penganggaran ke arah ekonomi biru namun masih perlu pemerataan ke semua instansi.

The budget as a planning tool plays an important role in supporting the economic development of a region. Good economic development is reflected in good and directed planning and correlates with regional development goals. The achievement of sustainable economic development must of course meet important aspects, one of which is the environmental aspect. The importance of environmental aspects requires the government to be able to manage the budget wisely. This is also supported by the implementation of the Sustainable Development Goals (SDGs) as outlined in the National Action Plan (RAN) and Climate Change Adaptation (API) which focus on the blue economy to reduce greenhouse gas emissions. The purpose of this research is to see whether the local government has made a budget plan that supports the implementation of the blue economy. The method used in this research is descriptive qualitative. The results of the study show that the regional government of Sabang City has budgeted toward a blue economy but still needs equity among all agencies.
