STRATEGI EFEKTIF PENDISTRIBUSIAN ZIS PRODUKTIF UNTUK PEMBERDAYAAN MUSTAHIK DI ACEH

Abstrak

Pendistribusian ZIS Produktif Baitul Mal Aceh sudah dilaksanakan sejak 2006, akan tetapi belum mampu mensejahterakan mustahik secara sistematis. Penelitian ini dilakukan untuk menganalisis pendistribusian ZIS Produktif yang dilakukan Baitul Mal Aceh dan mengoptimalisasi kegiatan pendistribusian ZIS Produktif secara lebih efektif. Penelitian ini menggunakan metode kualitatif dengan sumber data melalui kegitan wawancara mendalam dengan Kepala Bagian Pendayagunaan Baitul Mal Aceh dan Mustahik binaan Baitul Mal Aceh. Hasil penelitian menunjukkan bahwa pendistribusian ZIS Produktif dilakukan dengan melakukan penetuan mustahik, sosialisasi program dan pelaksanaan pengawasan. Konsep optimalisasi pendistribusian ZIS Produktif dilakukan dengan upgrade skill, membuat perencanaan bisnis beserta roadmap kemudian baru melakukan pendistribusan dan pengawasan. Peluang dan tantangan optimalisasi ZIS Produktif dari sisi regulasi sudah tidak ada masalah, kemudian kekurangan infrastruktur berupa sarana transportasi menjadi salah satu tantangan bagi Baitul Mal Aceh beserta kemampuan SDM yang masih perlu ditingkatkan dan ketersediaan dana yang dimiliki belum mampu mencukupi program ZIS Produktif.
