Konsep Perencanaan dan Perancangan Pusat Informasi IPTEK di Kota Banda Aceh dengan Ungkapan Visual Bangunan yang Informatif dan Inovatif
Abstrak
Perkembangan Iptek yang selalu bergerak cepat dan jurnal ilmiah di dunia, sangat dibutuhkan bagi
ilmuwan untuk mengikuti perkembangan Iptek dibidangnya masing-masing sesuai kebutuhannya. Informasi
Iptek tersebut dapat berupa artikel-artikel ilmiah bagi para ilmuwan, peneliti, dosen dan mahasiswa agar
mereka senantiasa mengikuti perkembangan baru dalam bidang ilmunya, serta informasi mengenai kemajuan
Iptek di dunia. Banjir informasi Iptek baik melalui media cetak (terbitan jurnal ilmiah) atau media elektronik
(internet) atau CD-ROM, mengharuskan kita dapat menelusur keberadaan informasi Iptek, mengelola informasi
Iptek, menyajikan dan melayani informasi Ilmu pengetahuan dan teknologi agar dapat dimanfaatkan oleh
seluruh masyarakat bagi perkembangan atau keuntungan yang sebesar- besarnya bagi perkembangan Iptek di
Indonesia. Pentingya hal tersebut, sebenarnya sudah disadari oleh semua pihak baik oleh pemegang
kebijaksanaan di bidang Iptek dan masyarakat pemakai potensial informasi Iptek di Indonesia, tetapi kondisi
penyediaan informasi Iptek terutama langganan jurnal ilmiah asing, saat ini masih sangat kurang atau terbatas
hanya pada beberapa judul, dibandingkan dengan majalah ilmiah asing yang sekitar 400.000 judul. Selain itu,
distribusi jurnal ilmiah asing, jaringan informasi Iptek atau perpustakaan yang belum merata dan tidak berjalan
dengan mulus, karena berbagai pertimbangan, kendala dan faktor teknis lain. Beberapa upaya dan terobosan
telah dilakukan untuk memformulasikan konsep tentang sistem jaringan informasi Iptek nasional (Ipteknet) dan
pembenahan serta perbaikan sistem layanan dan koleksi (penyediaan informasi Iptek secara nasional) masih
kandas dari satu konsep ke konsep lain, sebab pada saat akan direalisasikan atau diimplementasikan terbentur
pada kurangnya dana, prasarana dan sarana, sumber daya manusia dan lain sebagainya
