SISTEM INFORMASI MANAJEMEN PENYUSUNAN STANDAR OPERASIONAL PROSEDUR (SOP) PADA BADAN PERTANAHAN NASIONAL BERBASIS WEBSITE

Abstract

Abstrak- Badan Pertanahan Nasional Kota Lhokseumawe adalah lembaga yang mengelola urusan pemerintahan di bidang agraria atau tata ruang dan tanah untuk membantu Presiden dalam menyelenggarakan pemerintahan negara. Dalam menjalankan tugasnya untuk persiapan, formulasi, pengawasan, dan pelaksanaan, mereka dijadikan dalam bentuk Prosedur Operasi Standar (SOP). Proses pembuatan SOP didasarkan pada kesepakatan dan keputusan yang diambil selama rapat bersama, yang kemudian didokumentasikan dalam format SOP. Saat ini, pembuatan SOP masih mengandalkan aplikasi sederhana, yaitu spreadsheet. Meskipun Badan Pertanahan Nasional Kota Lhokseumawe mampu menghasilkan SOP yang terstruktur dengan baik, media penyimpanan dokumen masih dalam bentuk file yang disimpan dalam folder. Selain itu, proses penyimpanan, berbagi, atau mendistribusikan file masih sulit dan memakan waktu. Berdasarkan masalah yang disebutkan di atas, peneliti berusaha merancang sistem informasi manajemen Prosedur Operasi Standar (SOP) berbasis web. Alasan di balik pemilihan teknologi ini adalah bahwa, jika digunakan secara online, file dokumen dapat dimanfaatkan dan diakses oleh Kepala Kantor dan bagian. Ini juga menyederhanakan manajemen file dan akses saat diperlukan. Hasil yang diharapkan dari penelitian ini adalah membantu personel dalam mengelola SOP melalui platform berbasis web, memastikan penyimpanan yang tepat, dan menyediakan akses mudah bagi mereka yang membutuhkannya. Selain itu, tujuannya adalah membantu Kepala Kantor dan bagian dalam melihat dan mengunduh file yang disimpan.

Abstract- Badan Pertanahan Nasional Kota Lhokseumawe is an institution that manages government affairs in the field of agrarian or land and spatial planning to assist the President in administering state governance. In carrying out tasks for preparation, formulation, supervision, and implementation, they are codified in the form of Standard Operating Procedures (SOP). The process of creating SOPs from agreements and decisions made at joint meetings is then documented in SOP format. The current SOP creation process still uses a simple application, namely spreadsheets. The Lhokseumawe City National Land Agency in managing and creating SOPs has been able to produce good SOP forms, but document storage media is still in the form of files stored in folders. Additionally, the process of storing, sharing, or distributing files remains difficult and time-consuming. Based on the above problems, researchers attempted to design a web-based Standard Operating Procedure (SOP) management information system, the reason for selecting this technology is that, in the future, if used online, document files can be used and utilized by the Head of the Office and sections. It is easier for management and access when files are needed. The expected results of this research are to assist officers in managing SOPs based on websites so that they are stored properly and provide easy access for those in need. It also helps the Head of the Office and sections to be able to view and download files that have been stored.
