EVALUASI TATA KELOLA TEKNOLOGI INFORMASI MENGGUNAKAN COBIT 5

Abstract

BPSDM Aceh merupakan sebuah lembaga pemerintahan yang menggunakan teknologi informasi dalam sistem elektronik sebagai gerak langkah untuk memenuhi kebutuhan dalam mencapai sasaran dan tujuan yang diharapkan. Sistem E-Beasiswa digunakan untuk seluruh proses pelaksanaan pendaftaran Beasiswa mulai dari jadwal pelaksanaan, pendaftaran, dan penyerahan berkas.  Akan tetapi layanan E-Beasiswa yang dilaksanakan oleh BPSDM Aceh belum optimal seperti yang diharapkan. Masalah yang terjadi antara lain keterlambatan proses penyerahan berkas, user/peserta hanya dapat melakukan registrasi secara online sementara penyerahan berkasnya masih dilakukan secara manual. Kinerja sistem lambat atau sistem belum mampu bekerja optimal ketika banyak user  menginput data pada waktu yang bersamaan. Staf TI pada instansi BPSDM Aceh tidak fokus dalam mengurus TI khususnya sistem informasi E-Beasiswa, karena tugas ini sebagai tugas tambahan. Masalah-masalah di atas terkait dengan beberapa aspek/domain yang tertera di dalam teori COBIT 5 diantaranya adalah mengatur persediaan dan kapasitas sistem (BAI4), pengoptimalan sumber daya (EDM4), dan pengaturan sumber daya manusia (APO7). Metode yang digunakan pada penelitian ini adalah Process Assessment Model (PAM) guna untuk mengetahui kejelasan terkait kebijakan tata kelola TI dan tingkat kematangan layanan TI sistem E-Beasiswa di BPSDM Aceh.Berdasarkan hasil penelitian tingkat kematangan layanan E-Beasiswa BPSDM Aceh saat ini berada pada tingkat 2 (managed) dengan nilai rata-rata 1.94. EDM 04  berada pada tingkat 2 (managed) dengan nilai rata-rata 2,16. APO 07  berada pada tingkat 1 (performed) dengan nilai rata-rata 1,4. Dan BAI 04  berada pada tingkat 2 (managed) dengan nilai rata-rata 2,26.
