Abstract

Abstrak— Program bantuan untuk warga miskin seperti Program Keluarga (PKH) dan Bantuan Langsung Tunai Dana Desa (BLT-DD) merupakan salah satu upaya pemerintah untuk mengurangi beban pengeluaran warga miskin. Penyaluran bantuan bagi warga miskin juga diterapkan oleh Kecamatan Kuala Batee, Kabupaten Aceh Barat Daya, camat Kuala Batee Khairuman menjelaskan dalam penyaluran bantuan terbagi menjadi 3 tahap di setiap program bantuan yang akan diberikan bagi masyarakat yang ada di desa kecamatan Kuala Bate. Dalam melakukan pengelolaan penyaluran bantuan, dietahui melalui hasil observasi pihak Kecamatan berkoordinasi langsung dengan pihak desa untuk melakukan pendataan kepada masyarakat miskin di setiap desa. Namun dalam melakukanpendataan dan penyaluran bantuan kepada warga miskin, pendataan masih dilakukan secara konvensional dimana pihak desa menyimpan data masyarakat ke dalam format spreadsheet yang nantinya akan dikirim kepada pihak kecamatan, dan juga masyarakat tidak mengetahui mengenai transparansi dana bantuan yang diberikan ke setiap desa. Hal tersebut dinilai kurang efektif mengingat banyaknya data warga miskin pada setiap desa yang dikirim ke pihak Kecamatan, sehingga menghambat proses verifikasi dan juga penyaluran bantuan kepada warga miskin. Berdasarkan pemaparan diatas, peneliti mencoba untuk merancang sistem informasi pengelolaan bantuan warga miskin berbasis web yang dikembangkan menggunakan framework codeigniter menggunakan bahasa pemrograman PHP. Dimana sistem ini dapat diakses dengan mudah oleh pihak Kecamatan dan juga pihak Kecamatan dalam mengontrol penyaluran bantuan kemiskinan, dan juga membantu pihak desa dalam melakukan pengelolaan dan pemberdayaan bantuan kepada masyarakat miskin, sehingga pengelolaan bantuan menjadi lebih efisien dan juga efektif.

Abstract—Assistance programs for the poor, such as the Family Hope Program (PKH) and Direct Fund Cash Assistance (BLT-DD) are one of the government's efforts to reduce expenditure burden of the poor. The distribution of assistanceto the poor is also implemented by Kuala Batee District, Aceh Barat DayaDistrict, Kuala Batee sub-district Khairuman explained that the distribution of assistance is divided into 3 stages in each assistance program that will be provided to people in the village of Kuala Batee District. In managing the distribution of aid, it is known through the results of observations that the sub- district coordinated directly with the village to collect data on the poor in each village. The data collection was carried out by visiting the people in each village directly. However, in collecting data and distributing aid to the poor, data collection is still carried out conventionally where the village side stores community data in a spreadsheet format which will later be sent to the sub- district, and also the community does not know about the transparency of the aid funds provided to each village. This was considered ineffective considering the large amount of data on poor people in each village that was sent to the District, thus hampering the verification process and also the distribution of assistance to the poor. Based on the explanation above, researchers are trying to design a web- based information system for managing poor assistance that was developed using the codeigniter framework using the PHP programming language. Where this system can be accessed easily by the District and also the village. With this system, it is hoped that it can assist the District in controlling the distribution of poverty aid, and also assist the village in managing and empowering assistance tothe poor, so that aid management becomes more efficient and effective.
