PERAN OPEN DATA DALAM MEWUJUDKAN OPEN GOVERNANCE: STUDI OPTIMALISASI DI SEKTOR PEMERINTAH DAERAH KABUPATEN ACEH JAYA

Abstrak - Open data merupakan salah satu instrumen utama dalam mendukung transparansi dan akuntabilitas pemerintahan, yang menjadi pilar utama dalam penerapan open governance. Kabupaten Aceh Jaya mempunyai portal open data sebagai bentuk keterbukaan pemerintah kepada masyarakat di bawah naungan Dinas Komunikasi dan Informatika dan Persandian (DISKOMINSA) Kabupaten Aceh Jaya. Studi ini mengeksplorasi bagaimana optimalisasi penggunaan open data dapat meningkatkan efektivitas tata kelola pemerintahan daerah di Kabupaten Aceh Jaya. Dengan pendekatan kualitatif-deskriptif, jumlah sampel dalam penelitian ini 31 orang dengan durasi penelitian 2 bulan, dengan menggunakan instrumen kuesioner, penelitian ini mengidentifikasi berbagai tantangan dan strategi dalam implementasi open data di lingkungan pemerintah daerah. Data diperoleh melalui wawancara dengan pemangku kebijakan terkait, observasi langsung terhadap platform open data, serta analisis dokumen kebijakan yang berlaku. Hasil penelitian menunjukkan bahwa penerapan open data di Kabupaten Aceh Jaya telah mengalami perkembangan signifikan, namun masih menghadapi beberapa kendala, seperti kurangnya tenaga ahli dalam pengelolaan data serta keterbatasan dalam integrasi sistem data antar instansi. Untuk mengatasi hambatan tersebut, diperlukan strategi peningkatan kapasitas sumber daya manusia, penguatan infrastruktur teknologi, serta optimalisasi regulasi yang mendukung ekosistem open data. Studi ini diharapkan dapat menjadi referensi bagi pemerintah daerah lainnya dalam meningkatkan keterbukaan informasi guna mewujudkan tata kelola pemerintahan yang lebih efektif dan responsif.
