Perlindungan Kesejahteraan Anak di Kota Banda Aceh (Studi Terhadap Implementasi Qanun Nomor 11 Tahun 2008 Tentang Perlindungan Anak)
Abstrak
Penelitian ini dilatar belakangi  Banyak anak yang termasuk dalam kategori anak rawan anak-anak yang membutuhkan perlindungan khusus. Perlindungan anak adalah segala usaha yang dilakukan untuk menciptakan kondisi agar setiap anak dapat melaksanakan hak dan kewajiban demi perkembangan dan pertumbuhan anak secara wajar baik fisik, mental dan social. Hadirnya Qanun Nomor 11 Tahun 2008 tentang perlindungan anak untuk meminimalisir terjadinya eksploitasi terhadap anak. Dari hasil penelitian peran dan fungsi Dinas Sosial melaksanakan pembinaan kesejahteraan social, pelayanan dan rehabilitasi sosial, Dinas Sosial Belum maksimal dalam menangani anak terlantar karena mempunyai keterbatasan di karenakan setiap tahunnya jumlah tinggi anak terlantar sedangkan dana yang tersedia terbatas sehingga kendalanya sumber daya manusia yaitu prasarana dan sarana tidak ada seperti rumah penampungan anak terlantar

The background of this research is that many children are included in the category of vulnerable children who need special protection. Child protection is all efforts made to create conditions so that every child can exercise their rights and obligations for the proper development and growth of children physically, mentally and socially. Presence of Qanun Number 11 of 2008 concerning child protection to minimize exploitation of children. From the results of research on the role and function of the Social Service in carrying out social welfare development, social services and rehabilitation, the Social Service has not been maximal in dealing with neglected children because they have limitations because every year the number of abandoned children is high while the available funds are limited so that the constraints are human resources, namely infrastructure and There are no facilities such as shelters for neglected children.
